Dear Friends,
With state lawmakers across the country continuing to strip bodily autonomy from us in the form of bans on abortion and targeting the LGBTQ+ community – especially transgender people – with discriminatory laws, I could not be more proud to be at helm of the largest Planned Parenthood affiliate in the country.
Planned Parenthood Mar Monte has a long history of providing the highest quality health care – including abortion and gender affirming care – to anyone who needs it. Full stop.
Our fight to protect and expand access to care and health education is tireless. And we have a lot of accomplishments to share in this impact report that we couldn’t have achieved without the support of our staff, board, donors, community partners, volunteers, legislators, and patients.
Our staff and board spent a significant part of FY23 preparing a robust strategic plan and principles that will guide PPMM during the next three years. Building upon a period of operational and organizational renewal, PPMM has introduced innovative services and strengthened our systems, processes, and abilities to meet the needs of our communities. We are well-positioned to meet the moment, as we have so many times before.

One Year After Dobbs
June 24 – the day of the Dobbs decision – marks a cruel and unjust return to a ban on our bodies that we thought had been banished a half-century ago.
We know the ability to get safe, legal abortion in the U.S. is still determined by where you live and how much money you have. And due to systemic racism and discrimination, the worst of these bans continue to be shouldered by millions of people of color, immigrants, people living with low incomes, and people in rural areas.
Just in FY23 alone, we have seen patients from 36 states who were forced to leave their home and travel to PPMM for abortion care.
Here at PPMM, we are also focusing on the strength we have found during this period of extreme adversity. We have been buoyed by the unity we have felt with colleagues, supporters, donors, legislators, and volunteers to ensure that anyone who needs abortion care at one of our health centers can receive it.
Roe v. Wade was just the floor for what abortion access should be — we always needed more. We will continue to work toward a future where our reproductive freedoms are no longer up for debate.

In the year since Roe v. Wade was overturned, Planned Parenthood Mar Monte has grown our capacity to provide abortion care for all who need it when they need it, including those who travel to our service region from abortion-ban states.
But that’s only the beginning.
We have also returned full force to our pre-pandemic work, being on the vanguard of improving public health outcomes not only for our patients but for those throughout California, while also breaking ground on a large new health center in Reno that will significantly expand services, including abortion care, for our Nevada patients.
HIGHLIGHTS
Post-Roe abortion care management
We have trained even more clinicians to provide procedural abortions at times and locations that meet patients where they are.
Streamlining support for abortion patients traveling a long distance for care: We have instituted a new staff role, senior manager of Abortion Services Management, that adds oversight of patient navigation and ensuring our patients have all the support they need, especially when they might be travelling from far away for abortion care.
Prenatal program in Fresno
We have launched a robust and fast-growing prenatal care program at our Family First health center in Fresno, including prenatal care counseling.
New medical lab, including revolutionary diagnostic machine for STIs
Equipment in our new medical lab enables patients to self-collect their own samples for testing of sexually transmitted infections (STIs), promoting an environment of patient-centered and non-judgmental care.
PPMM also played a collaborative role in the development of an innovative diagnostic machine that processes high-quality test results for infectious diseases, including STIs, at a far faster rate and higher volume than before. We were the first health care provider in the world to have the machine running at full capacity, a major milestone for a non-profit community health care provider that serves a majority of patients who have low incomes.
Partnership with California Dept. of Public Health to improve STI-screening
PPMM formalized our relationship with the California Department of Public Health to provide public health officials with a large quantity of data that we are in a unique position to collect, leading to significantly improved guidelines for population health screening. This includes determining who is most at risk for certain STIs and how to get the most accurate results, including reducing false positives.
New medical research to benefit our patients
PPMM is participating in three medical research projects, including one with the University of Utah that has the potential to change Center for Disease Control and Prevention (CDC) and World health Organization (WHO) guidelines for the hormonal IUD.
We are also partnering with the University of California, San Francisco on a study that will build data that may result in easier access for patients to medication abortion and collaborating with Stanford University on a study that could provide our patients with alternatives to sedation during procedural abortions.
New health center opening in Nevada
PPMM began construction on a new health center that will be three times the size of our current Reno health center, with many more exam rooms that will allow us to expand abortion care from medication abortion to providing on-site abortions as well.
This is what excellent post-Roe abortion care looks like
A patient who came in to one of our health centers was scheduled for a medication abortion, but she realized she wouldn’t be able to complete the protocol at home because she needed to be available to care for her several children by herself.
Tessa, one of our many clinicians who have been trained to provide on-site abortions as part of PPMM’s post-Roe expanded abortion care, was able to quickly shift her schedule and perform an on-site abortion for this patient at the health center on the same day. The patient went home later that afternoon to care for her children, knowing that she had already received the care she needed for herself.
Tessa said, “This is when it feels like what we are doing is lifesaving, life-changing work.”

16,912 comprehensive sex ed students enrolled in PPMM Digital Learning middle school and high school e-courses (Spanish and English).
3,693 people received sex ed and info from PPMM high school peer educators and Spanish-speaking adult volunteers (promotores).
224 young parents received comprehensive case management, positive youth development coaching, and resource navigation to support their parenting and educational goals.
81,689 estimated people reached via PPMM outreach kits, including sex ed info and barrier methods, distributed by 78 community partners in 25 counties in California and Nevada.
Sex Ed for All!
With nearly 3.6 million youth living in PPMM's territory, in FY23 we continued to increase access to sex ed through standards-aligned comprehensive Digital Learning e-courses for middle and high school students designed by and for youth—doubling enrollment over FY22.
We also rolled out new evidence-based programs to systems-involved youth in Kern, Tulare, Monterey, San Joaquin, and Washoe counties via our federally funded Sex Ed Equity project.
And we expanded our portfolio of innovative young parent, special education, and youth development programs.
Sex Ed Outcomes

of middle and high school students who completed the PPMM Sex Ed agree or strongly agree that PPMM lessons taught them new, helpful resources about health, sex, and relationships.

of middle and high school students who completed PPMM Sex Ed agree or strongly agree that the information they learned from the courses will help them now or in the future.

or more of students who completed PPMM Sex Ed agreed that if they had questions about sexual health, gender identity, or being safe in relationships, they could trust Planned Parenthood.

of high school students who completed PPMM Sex Ed were able to identify two ways of preventing pregnancy and STIs, versus only 69% before their PPMM course. And 62% of middle schoolers answered correctly up from 38% in their course pre-survey.

PPMM is committed to enhancing a culture of inclusion and belonging through continuous learning, dialogue, and equitable practices.
In FY2023, we continued to engage staff members at all levels in the diversity, equity, and inclusion (DEI) space by offering a variety of training and microlearning opportunities such as webinars, cultural identity month celebrations, and presentations. A comprehensive repository of online learning resources and monthly newsletters are shared with staff members to raise awareness around DEI issues and develop skills in mitigating exclusionary behaviors and inequitable practices.
The diverse characteristics and perspectives that our people bring to PPMM prepare us to address the needs of the diverse communities we serve and give us a vital competitive edge. We are deliberate in building the partnerships and pipelines needed to attract colleagues across all backgrounds and lived experiences.

Standing up for our patients and protecting their access to care and health education means PPMM showing up for them every place from legislative hearings, to school board meetings, to neighborhood Pride celebrations, to community organizations, to college campuses.
PPMM’s Public Affairs team has advocated and organized tirelessly to engage our champions and effect change on a local, state, and national level so that our patients and communities have the health care they deserve.
Advocating for our patients and the essential services provided in our health centers — whether on local boards and organizations, state legislatures, or congressional districts — is vital to the communities PPMM serves.

Public Affairs supported 12 local reproductive freedom resolutions enshrining cities, school boards, and counties’ commitment to protecting access to reproductive healthcare and freedoms.

Public affairs worked with Sacramento and the City of San Mateo to pass Reproductive Health Clinic Buffer Zones that protect patients and employees from harassment and obstruction when accessing health centers in those cities.

Public affairs attended over 100 meetings with elected officials throughout the affiliate. When the Dobbs decision leaked, Public Affairs staff immediately met with local leaders to engage in budget advocacy to advance local financial resources to support PPMM patient services.

Public Affairs hosted nine Bans off Our Bodies rallies in May, for the National Day of Action, with over 5,000 supporters in Reno, Sacramento, Stockton, Oakland, Fresno, Modesto, San Jose, Bakersfield, and Visalia.
CALIFORNIA
There were major victories during the FY23 budget allocations and legislation co-sponsored by PPMM and for policies developed by the California Future of Abortion Council — a group formed by Gov. Gavin Newsom that includes leaders from PPMM — which recommends solutions that improve abortion-access for those who may travel from abortion-ban states to seek care here.

Highlights from 2024 Budget wins:

Establishment of the Medi-Cal Provider Payment Reserve Fund which will allocate billions of dollars to the Medi-Cal system, including specific investments in family planning and reproductive health care

$14.8 million for supplemental payments for Medi-Cal abortions provided at community health centers
Select 2023 reproductive freedom bills, co-sponsored by PPMM, that will be signed into law by Gov. Gavin Newsom this fall:

SB 487: Protects reproductive health care providers from adverse actions as the result of another state’s law restricting comprehensive sexual and reproductive health care. This bill ensures providers do not face adverse actions related to their ability to participate in public benefit programs or in health plan and insurance contracts due to enforcement of another state’s hostile law.

AB 352: Enhances privacy protections for patients who access sensitive health care services in California by ensuring critical health information is not automatically shared with other states through health information exchange.

AB 1707: Reproductive Health Care Provider Protections – Enhances protections for reproductive health care providers from adverse actions as the result of another state’s law restricting comprehensive sexual and reproductive health care.
NEVADA
The 2023 Nevada Legislative Session racked up some spectacular wins for PPMM-sponsored legislation, significantly strengthening the state’s protections for reproductive freedom and abortion rights.

SJR7: A resolution to codify the right to reproductive freedom in the state's constitution including the right to abortion, obtain birth control, prenatal care, childbirth, postpartum care, tubal ligation, vasectomy, miscarriage management, and infertility care. The resolution is not required to be signed by the Governor and must pass again in the 2025 legislative session to appear on the 2026 ballot.

SB 131: Codifies a 2022 Executive Order protecting abortion providers and out-of-state patients from prosecution by anti-abortion state governments for care received in Nevada.

SB 163: Insurance coverage for gender-affirming care.

AB 45: Student loan forgiveness for health care providers in underserved communities.

AB 383: Protections for access to birth control, expands required coverage for birth control under the State Plan for Medicaid.
The Nevadans for Reproductive Freedom Coalition, which includes Planned Parenthood Votes Nevada, NARAL Pro-Choice Nevada, and the ACLU of Nevada, filed a petition initiative to put the right to reproductive freedom on the ballot for Nevadans in 2024.
The Nevada legislature meets during odd-numbered years and will not be in session in 2024.
We love the way our supporters show up to help protect access to sexual and reproductive health and education. Here are some of the ways they showed up for us this year.
Our supporters weren’t afraid to put boots on the ground. This has been the first year since 2020 with more in-person volunteer hours than virtual! We loved seeing everyone come out to events like our annual Capitol Day lobbying event in Sacramento, a unique opportunity for supporters and staff to participate in the legislative process.
Folks also made time to take part in our in-person donor events along with our affiliate-wide virtual event where they got to hear from folks like Eric Holder, Olivia Julianna, and many others.
We strongly believe that where you are and how much money you have shouldn’t be obstacles to getting safe, affordable health care, and we also believe that they prevent you from participating fully in your community. This year our supporters had countless ways to take action and contribute to the cause. From sharing their personal stories and attending virtual trainings, to sending love to a health center and signing up for our Volunteer Newsletter.
Volunteers and donors who were able were also brave enough to put their money where their mouths are. We saw folks give what they could in so many different ways and every little bit helps.
That’s why we created specific funds with the future in mind to provide long-term, reliable funding to our core programs – while protecting generations of patients to come.
